Appropriates $2,250,000 for construction, renovation, equipment, maintenance, personal services, and operating expenses for the State Hall Administration Building at Arkansas State University - Beebe.

Appropriates $2,500,000 for construction, renovation, equipment, maintenance, personal services, and operating expenses of an Information Technology Data Center.

Appropriates $2,500,000 for construction, renovation, maintenance, critical maintenance, equipment, security enhancements, technology upgrades/equipment, and library resources.

Permits the university to supplement state funds with grants, donations, federal funds, and unobligated cash income, but prohibits using existing Maintenance and General Operations funds for these projects.

Effective July 1, 2015, with an emergency clause declared due to constitutional restrictions on appropriations extending beyond one year.
