Amends Arkansas Code § 17-89-102(4) to clarify the definition of "ophthalmic dispensing" and correct spelling of "Ophthalmic" in the statute.

Expands the definition of ophthalmic dispensing to explicitly include dispensing, selling, or supplying of contact lenses by licensed dispensing opticians, registered dispensing opticians, or apprentice dispensing opticians when there is no attempt to practice optometry.

Modifies Arkansas Code § 17-89-103 to clarify exceptions and update language regarding employees of optometrists and physicians performing ophthalmic dispensing acts without requiring licensure or registration.

Amends Arkansas Code § 17-89-104(c) and (d) to clarify that contact lens prescribing, adapting, fitting, duplicating, dispensing, or modifying is specifically prohibited except when performed by licensed optometrists, licensed physicians, licensed dispensing opticians, registered dispensing opticians, or apprentice dispensing opticians.

Adds new subsection (d) to Arkansas Code § 17-90-109 authorizing the board to investigate and discipline persons or entities that fill, dispense, sell, supply, or deliver non-medicated contact lenses without a prescription.
