Appropriates $8,000,000 from the General Improvement Fund to eight regional economic development districts in Arkansas, with $1,000,000 allocated to each district (Northwest, North Central, Northeast, Southeast, Southwest, Western, West Central, and Central Arkansas).

Appropriates $2,000,000 from the General Improvement Fund to regional airport authorities for low-cost carrier incentive grants.

Allows recipient institutions and agencies to supplement state funds with grants, donations, and federal funds to finance projects.

Requires strict compliance with state purchasing, accounting, budgeting, and fiscal control laws in disbursement of funds unless otherwise specified by law.

Effective July 1, 2015, with an emergency clause declaring the appropriations essential for agency operations and immediate government function.
