Appropriates $400,000 to the Department of Finance and Administration - Disbursing Officer for a grant to the Arkansas Rural Nursing Educational Cooperative

Grant funds designated for construction, renovation, purchase of equipment, improvements and maintenance for technology classrooms and medical simulation labs on eight college campuses across rural Arkansas

Allows recipient institutions to supplement state funds with grants, donations, federal funds, and unobligated cash income for project financing

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law and other applicable fiscal control laws in fund disbursement

Becomes effective July 1, 2015 and was approved March 24, 2015
