SB467 Summary

• Expands juvenile sex offender registration requirements to include assessment and mandatory registration for juveniles adjudicated of specified sex offenses (rape, sexual assault degrees 1-3, kidnapping, incest, engaging children in explicit conduct).

• Creates an exemption from sex offender registration for offenders when the victim was under 18 and the offender was no more than 3 years older, no force was used, and the court does not order registration.

• Requires sex offenders convicted of specified offenses (rape, sexual assault, kidnapping of minors, incest) to report in person every 90 days and report detailed information including internet accounts, passport data, professional licenses, and aircraft ownership.

• Establishes lifetime registration for sex offenders convicted of rape, sexual assault, kidnapping of minors, or incest on or after the effective date of the act, in addition to existing lifetime registration criteria.

• Requires public disclosure of information for Level 2 offenders (18+ years old at time of offense with victim 14 or younger) and adds physical description as publicly disclosable information for Level 3 and 4 offenders.
