Appropriates $961,325 from the General Improvement Fund to Northwest Arkansas Community College for the Washington County Center at Springdale.

Funds cover startup costs including planning, architectural services, personal services, maintenance, operations, renovation, equipment, construction, and acquisition to support workforce training.

Projects must comply with state purchasing laws, accounting procedures, and fiscal control regulations unless specifically exempted by law.

Institutions may supplement state funds with grants, donations, federal funds, and unobligated cash income to finance the full project costs.

Act takes effect July 1, 2015 under an emergency clause to ensure immediate operation of the agency receiving appropriations.
