Appropriates $1,000,000 to National Park Community College from the General Improvement Fund for construction, renovation, maintenance, critical maintenance, equipment, security enhancements, technology upgrades/equipment, and library resources.

Prohibits contract awards or obligations exceeding available State Treasury funds, but allows the college to accept and use grants, donations, Federal funds, and unobligated cash income to supplement the appropriation.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and Department of Finance and Administration regulations in fund disbursement.

Mandates that funds be used in compliance with Agency Requests, Executive Recommendations, and Legislative Recommendations documented in budget manuals and Arkansas Legislative Council or Joint Budget Committee minutes.

Declares an emergency effective July 1, 2015, stating the appropriation is essential for agency operations, with the act approved on March 16, 2015.
