Appropriates $250,000 to the Department of Rural Services for grants to Arkansas' Boys and Girls Clubs for operating, construction, improvements, equipment, renovation, and maintenance expenses associated with youth program activities.

Appropriates $250,000 for grants to fire departments, counties, municipalities, or other eligible entities for operating, construction, improvements, equipment, renovation, and maintenance expenses associated with public buildings, community centers, memorials, parks, amphitheaters, recreation centers, fire protection, and cemeteries.

Allows recipient institutions and agencies to accept and use grants, donations, and Federal funds to supplement State Treasury funds, provided that existing Maintenance and General Operations appropriations are not used for these projects.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and applicable fiscal control regulations promulgated by the Department of Finance and Administration.

Declares an emergency effective date of July 1, 2015, citing constitutional restrictions on multi-year appropriations and the need for immediate operation of funded programs.
