Requires members or retirants receiving disability retirement benefits from the Arkansas Teacher Retirement System to provide proof of Social Security Administration disability determination within 36 months from July 1, 2015, or from their disability retirement effective date, whichever is later.

Allows members or retirants to request an extension of the 36-month deadline if they can demonstrate an active Social Security Administration disability claim that has been pending for at least 24 months prior to the deadline.

Exempts members or retirants who are 57 years of age or older before July 1, 2015, from the Social Security disability proof requirement.

Establishes that the system will terminate disability retirement benefits for those who fail to provide the required Social Security Administration determination letter or receive an approved extension.

Declares an emergency effective date of July 1, 2015, to align with the Arkansas Teacher Retirement System's fiscal year and ensure proper administration of the new procedures.
