Appropriates $350,000 to Arkansas State University - Newport from the General Improvement Fund for construction, operations, renovation, maintenance, equipment, and technology upgrades of a Workforce Education Program facility on the Marked Tree Campus

Allows the institution to supplement state funds with grants, donations, and Federal funds, and to use unobligated cash income to finance the project

Prohibits the use of existing Maintenance and General Operations appropriations for the purposes of this appropriation

Requires compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and Department of Finance and Administration regulations in fund disbursement

Declares an emergency effective date of July 1, 2015, as required by Arkansas Constitutional restrictions on appropriations to more than one year periods
