Appropriates $950,000 to Arkansas State University - Newport from the General Improvement Fund for construction, operations, renovation, maintenance, equipment, and technology upgrades of the Workforce Education Program facility at the Jonesboro Campus

Authorizes the institution to accept and use grants, donations, Federal funds, and unobligated cash income to supplement State Treasury funds for the project

Prohibits the use of Maintenance and General Operations funds appropriated to the agency for any purposes covered by this appropriation

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws during fund disbursement

Effective July 1, 2015 as an emergency measure, with funds to be used in compliance with Agency Requests, Executive Recommendations, and Legislative Recommendations documented in budget manuals and legislative records
