Allows concealed handgun licensees to possess handguns in locked private motor vehicles in private employer parking lots if the handgun is stored in a personal handgun storage container designed for safe storage.

Prohibits private employers from preventing employees with concealed handgun licenses from entering parking lots based on presence of a handgun in their vehicle, provided the weapon is lawfully possessed and out of sight.

Does not apply to prohibited places listed in existing law, employers who already permit handgun possession, single-family residences, situations involving illegal possession, employer-owned vehicles used during work duties, or vehicles otherwise prohibited on property.

Protects former employees from criminal liability for possessing a handgun in their private vehicle while physically leaving their former employer's parking lot immediately following termination.

Establishes civil liability for private employers who violate these provisions, allowing injured parties and denied employees to sue for damages, injunctive relief, court costs, and attorney fees; discharged employees are entitled to reinstatement, benefits restoration, back wages, and legal costs.
