Appropriates $400,000 to the Arkansas Natural Resources Commission from the General Improvement Fund for grants and projects related to water and wastewater systems, levee repair, flood control, drainage, fire protection, and irrigation.

Authorizes the Commission to accept and use grants, donations, and Federal funds to supplement State Treasury funds for financing the full costs of enumerated projects.

Restricts the use of funds to the appropriated purposes only and prohibits using maintenance and general operations funds for these projects.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws during fund disbursement.

Declares an emergency effective date of July 1, 2015 to ensure continuity of agency operations, with approval dated March 24, 2015.
