Appropriates $89,000 to the Department of Education from the General Improvement Fund for grants, personal services, and operating expenses to help Arkansas students understand entrepreneurship and leverage broadband technologies.

Allows the Department of Education to adopt new rules and regulations to carry out the intent of the appropriation without being restricted by requirements applicable to other programs.

Permits institutions and agencies to accept and use grants, donations, and Federal funds to supplement state funds, but prohibits using existing Maintenance and General Operations funds for these purposes.

Requires strict compliance with state purchasing, accounting, budgetary procedures, and fiscal control laws in disbursement of funds unless specifically provided otherwise by law.

Declares an emergency effective July 1, 2015, finding that the appropriation is essential to agency operations and approved on March 24, 2015.
