Appropriates $1,000,000 from the General Improvement Fund to the Department of Higher Education for scholarships at Historically Black Colleges and Universities.

Funds may be used for personal services and operating expenses related to outreach programs that promote awareness of the HBCU scholarships.

Appropriations are not restricted by requirements applicable to other programs currently administered by the department.

New rules and regulations may be adopted by the Department of Higher Education to carry out the intent of the General Assembly regarding these appropriations.

Act becomes effective July 1, 2015, with an emergency clause declaring immediate implementation necessary for proper agency operations.
