Appropriates $5,000,000 to the University of Arkansas for construction, renovation, maintenance, personal services, equipment, and operational expenses of the Arkansas Research and Education Optical Network

Appropriates $100,000 to the Arkansas Archeological Survey for a two-year program to document and preserve African American burial sites in Arkansas

Appropriates $400,000 for personal services and operating expenses of educational programs at the University of Arkansas - Fayetteville

Permits the University to supplement State Treasury funds with grants, donations, Federal funds, and unobligated cash income to finance projects, while prohibiting use of regular Maintenance and General Operations funds

Requires compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and all applicable fiscal control laws in disbursement of funds; effective July 1, 2015
