Appropriates $400,000 from the General Improvement Fund to the Department of Human Services - Division of Community Service and Nonprofit Support for community organization grants

Funds may be used by community organizations providing services to the poor for construction, renovation, personal services, operating expenses, purchase of equipment, and major maintenance

Appropriations are exempt from standard program requirements, though new rules and regulations may be adopted to carry out the General Assembly's intent

Disbursement must comply with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and Department of Finance and Administration regulations

Act becomes effective July 1, 2015 with emergency clause to prevent harm to agency operations and essential governmental programs
