Establishes 36 maximum regular employees for the Assessment Coordination Department for fiscal year 2015-2016, including 1 director at $106,866 annual salary and various coordinators and auditors at specified grade levels.

Appropriates $3,054,879 from the Miscellaneous Agencies Fund for personal services and operating expenses, including $1,501,296 for regular salaries, $518,974 for personal services matching, and $200,000 for assessor's school training.

Appropriates $55,000 from the State cash fund for operating expenses, conferences, travel, and professional fees for the Assessment Coordination Department.

Appropriates $60,000 from the County Assessors' Continuing Education Trust Fund for maintaining a continuing education program for county assessors.

Appropriates $15,750,000 from the Arkansas Real Property Reappraisal Fund to pay counties and professional reappraisal companies, with funding transfers from education and county/municipal aid funds not to exceed $14,250,000 annually, and limits reappraisal funding to $7 per parcel per year.
