Appropriates $1,000,000 each to eight Arkansas Economic Development Districts from the General Improvement Fund for planning and development grants.

Recipient districts are: Northwest, North Central, Northeast, Southeast, Southwest, Western, West Central, and Central Arkansas Economic Development Districts, Inc.

Authorizes new rules and regulations to be adopted to carry out the intent of the General Assembly regarding these appropriations without restriction from other program requirements.

Permits recipient agencies to accept and use federal grants, donations, and unobligated cash income to supplement state funds, provided maintenance and operations funds are not diverted from their original purpose.

Takes effect July 1, 2015 with an emergency clause finding that immediate implementation is essential to agency operations.
