Appropriates $961,325 from the General Improvement Fund to Northwest Arkansas Community College for capital improvements at the Washington County Center at Springdale.

Funds may be used for startup costs including planning, architectural services, personal services, maintenance, operations, renovation, equipment, construction, and acquisition to support workforce training for local business and state needs.

Institutions may supplement state funds with grants, donations, Federal funds, and unobligated cash income, but cannot use existing Maintenance and General Operations funds for these purposes.

All disbursements must comply with state purchasing, accounting, budgetary, and fiscal control laws unless specifically exempted by law.

Act takes effect July 1, 2015 as an emergency measure and was approved on March 16, 2015.
