Appropriates $100,000 from the General Improvement Fund to the Department of Human Services - Division of Youth Services for grants to youth shelters.

Grants may be used for personal services, operating expenses, construction, improvements, equipment, renovations, and maintenance of youth shelters.

Exempts the appropriation from restrictions applicable to other programs and allows the department to adopt new rules and regulations to implement the funds.

Permits recipient agencies to supplement state funds with grants, donations, federal funds, and unobligated cash income to finance projects.

Effective July 1, 2015, with emergency declaration stating the appropriation is essential to agency operations and preservation of governmental programs.
