Establishes maximum of 99 regular employees for the Department of Labor for fiscal year 2015-2016, including positions ranging from Labor Director at $128,850 to Administrative Specialist II positions at Grade C109 salary level.

Appropriates $4,232,210 from the Department of Labor Fund Account for State Operations, including $2,586,125 for regular salaries, $915,736 for personal services matching, and $730,349 for maintenance, general operations, conferences, and travel.

Appropriates $1,006,010 from the Department of Labor Special Fund for Boiler Inspection operations and $720,777 for Board of Electrical Examiners operations.

Appropriates $1,274,741 in federal funds for Federal Programs and $200,000 in cash funds for distribution of wages due to employees from employers in Arkansas.

Appropriates $53,000 in cash funds for seminar and conference expenses and declares an emergency clause making the act effective July 1, 2015.
