Appropriates $100,000 from the General Improvement Fund to the Department of Parks and Tourism for planning, construction, and development of a National U.S. Marshal Museum in Fort Smith, Arkansas.

Permits the Department to accept and use grants, donations, and Federal funds to supplement state treasury funds for the project.

Prohibits existing Maintenance and General Operations appropriations from being used for the museum project purposes.

Requires compliance with state purchasing, accounting, budgetary procedures, revenue stabilization, and fiscal control laws in disbursement of funds.

Takes effect July 1, 2015, with emergency clause declaring this timing essential to agency operations, approved March 16, 2015.
