Appropriates $100,000 to the Department of Veterans' Affairs from the General Improvement Fund for personal services, operating expenses, maintenance, construction, renovations, equipment, and grants for veterans services.

Allows the Department to adopt new rules and regulations to carry out the intent of the General Assembly regarding the appropriation, without restriction by other program requirements.

Permits the Department to supplement State Treasury funds with grants, donations, Federal funds, and unobligated cash income for financing project costs.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in disbursement of funds.

Declares an emergency effective July 1, 2015, to ensure continuity of essential government programs and services for veterans.
