Appropriates $1,000,000 to the Department of Rural Services for grants to fire departments, counties, municipalities, and other eligible entities for operating, construction, improvements, equipment, renovation, and maintenance expenses.

Eligible uses include public buildings, community centers, memorials, parks, amphitheaters, recreation centers, fire protection facilities, and cemeteries.

Appropriations are not restricted by requirements applicable to other programs currently administered by the department.

Funds may be supplemented by grants, donations, Federal funds, and unobligated cash income available to receiving institutions and agencies.

Act becomes effective July 1, 2015 as an emergency measure, with all appropriations and funds subject to state purchasing, accounting, budgetary procedures, and revenue stabilization laws.
