Appropriates $100,000 to the War Memorial Stadium Commission from the General Improvement Fund for purchase of equipment, construction, improvements, renovations, and maintenance.

Allows the War Memorial Stadium Commission to accept and use grants, donations, and Federal funds to supplement State Treasury funds for project financing.

Prohibits use of existing Maintenance and General Operations funds appropriated to the agency for purposes covered by this appropriation.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in disbursement of funds.

Declares an emergency effective July 1, 2015, stating the appropriation is essential to agency operations; bill approved March 24, 2015.
