Appropriates $500,000 from the General Improvement Fund to the Department of Arkansas Heritage for grants covering maintenance, renovation, equipping, construction, acquisition, improvement, upgrade, and repair of real property and facilities.

Allows the appropriated funds to be supplemented with grants, donations, Federal funds, and unobligated cash income from the receiving institution or agency.

Prohibits use of the Department of Arkansas Heritage's general maintenance and operations funds for any purposes covered by this appropriation.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and all applicable fiscal control laws in disbursement of funds.

Effective July 1, 2015, with an emergency clause declaring the immediate effectiveness is essential to agency operations.
