Appropriates $1,000,000 from the General Improvement Fund to the Arkansas Economic Development Commission for grants to cities, counties, planning and development districts, and other eligible entities.

Eligible uses include land acquisition, improvements, construction, renovation, major maintenance, equipment purchase, industrial site development, intermodal facilities (including ports and waterways), rail spur construction, road and highway improvements, environmental mitigation, and water and sewer system construction and improvement.

Authorizes the Arkansas Economic Development Commission to adopt new rules and regulations to carry out the appropriation without being restricted by requirements applicable to other programs.

Prohibits use of funds in excess of State Treasury funds available, but allows supplementation with grants, donations, Federal funds, and unobligated cash income; requires strict compliance with State Purchasing Law and fiscal control laws.

Establishes effective date of July 1, 2015, with emergency clause declaring immediate effectiveness necessary for agency operations.
