Appropriates $400,000 to the Department of Human Services - Division of Aging and Adult Services for Meals on Wheels provider grants.

Grant funds may be used for construction, renovation, personal services, operating expenses, equipment purchases, and major maintenance expenses.

Funds are payable from the General Improvement Fund or successor accounts, and new rules and regulations may be adopted to implement the appropriation.

Prohibits use of existing Maintenance and General Operations appropriations for these grant purposes and requires compliance with State Purchasing Law and fiscal control laws.

Takes effect July 1, 2015, with an emergency clause declaring immediate implementation necessary for essential governmental programs.
