Appropriates $1,000,000 to the Department of Human Services from the General Improvement Fund for grants to organizations providing housing for the homeless.

Grant funds may be used for personal services, operating expenses, construction, supplies, and equipment related to homeless housing programs.

Allows the Department of Human Services to adopt new rules and regulations to implement the appropriation without being restricted by existing program requirements.

Permits grant recipient organizations to supplement state funds with federal grants, donations, and unobligated cash income for project financing.

Takes effect July 1, 2015, with an emergency clause declaring immediate implementation necessary for essential governmental programs.
