Appropriates $400,000 to the Department of Human Services - Division of Developmental Disabilities Services for a grant to a transitional living shelter for women 18 or older with treated mental, physical, or emotional disabilities.

Grant funds may be used for personal services, operating expenses, construction, improvements, equipment, renovation, and maintenance expenses.

Appropriations are not restricted by requirements applicable to other programs and new rules and regulations may be adopted to implement the appropriations.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws unless specifically provided otherwise by law.

Act becomes effective July 1, 2015 and is declared an emergency due to the one-year appropriation limitation in the Arkansas Constitution.
