Appropriates $1,000,000 to Arkansas Tech University from the General Improvement Fund for construction, renovation, maintenance, critical maintenance, equipment, security enhancements, technology upgrades, and library resources.

Restricts contract awards and obligations to available State Treasury funds, but permits the university to accept and use grants, donations, Federal funds, and unobligated cash income to supplement the appropriation.

Prohibits using this appropriation to replace existing Maintenance and General Operations funds for the university.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and Department of Finance and Administration regulations in fund disbursement.

Declares an emergency effective July 1, 2015, stating the appropriation is essential to university operations and delaying implementation could cause irreparable harm to governmental programs.
