Appropriates $1,000,000 to the University of Arkansas for the Arkansas School for Mathematics, Sciences and the Arts, payable from the General Improvement Fund.

Funds may be used for construction, renovation, maintenance, critical maintenance, equipment, security enhancements, personal services, operating expenses, technology upgrades, and library resources.

Institutions may supplement State Treasury funds with grants, donations, Federal funds, and unobligated cash income, but existing Maintenance and General Operations appropriations cannot be used for these purposes.

All disbursements must comply with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and regulations of the Department of Finance and Administration.

Act becomes effective July 1, 2015 and is declared an emergency to ensure uninterrupted agency operations.
