Appropriates $1,000,000 to Henderson State University from the General Improvement Fund for construction, renovation, maintenance, critical maintenance, equipment, security enhancements, technology upgrades, and library resources.

Prohibits contracts or obligations from exceeding available State Treasury funds, but permits the university to supplement with grants, donations, Federal funds, and unobligated cash income.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and Department of Finance and Administration regulations in fund disbursement.

Mandates that funds be used only for purposes specified in Agency Requests, Executive Recommendations, and Legislative Recommendations documented in budget manuals and legislative records.

Declares an emergency effective July 1, 2015, citing the Constitutional prohibition on appropriations exceeding one year and the need for immediate agency operations.
