Adds Arkansas Code 22-9-215 to regulate procurement for water, wastewater, and storm water drainage projects that receive state funds.

Defines "acceptable piping material" as piping that meets or exceeds standards issued by the American Society for Testing and Materials and the American Water Works Association as of January 1, 2015.

Requires state agencies, political subdivisions, water districts, sewer districts, and other public or municipal corporations to use competitive sealed bidding for contracts on state-funded water, wastewater, or storm water drainage projects.

Mandates that requests for qualifications for such projects state that acceptable piping materials shall be acquired and used in the project.

Allows acceptable piping material to be acquired only if its use is commensurate with sound engineering practices and project requirements.
