Appropriates $300,000 from the General Improvement Fund to Arkansas Tech University for construction, renovation, maintenance, critical maintenance, equipment, security enhancements, technology upgrades, and library resources at the Ozark Campus.

Prohibits spending State Treasury funds in excess of amounts actually available, but allows the university to supplement with grants, donations, Federal funds, and unobligated cash income.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in disbursing funds.

Declares an emergency effective date of July 1, 2015 to ensure proper operation of the agency and prevent irreparable harm to essential governmental programs.

Requires funds to be used in compliance with stated reasons documented in Department of Finance and Administration budget manuals, letters, and official minutes of the Arkansas Legislative Council or Joint Budget Committee.
