Appropriates $100,000 to the Department of Human Services - Division of Behavioral Health for alcohol and substance abuse prevention grants, payable from the General Improvement Fund.

Funds may be used for personal services, operating expenses, construction, improvements, equipment, renovation, and maintenance expenses related to prevention grants.

Authorizes the department to adopt new rules and regulations to carry out the intent of the appropriations without restriction by requirements applicable to other programs.

Permits the receiving agency to supplement state funds with grants, donations, and federal funds, provided that existing maintenance and operations funds are not diverted for these purposes.

Effective July 1, 2015, with an emergency clause declaring the appropriation essential to agency operations.
