Appropriates $400,000 to the Department of Veterans' Affairs from the General Improvement Fund for operating, construction, improvements, equipment and maintenance expenses for a Fallen Heroes Memorial honoring Arkansans killed in the war on terrorism.

Authorizes the Department to accept and use grants, donations, and Federal funds to supplement state appropriations and finance project costs.

Restricts use of the appropriated funds solely to the stated memorial project purposes, prohibiting use of other agency maintenance and general operations funds for these expenses.

Requires strict compliance with Arkansas state purchasing, accounting, budgetary procedures, revenue stabilization, and fiscal control laws in disbursement of funds.

Declares an emergency effective July 1, 2015 to ensure immediate availability of funds for agency operations.
