Transfers the Office of Public Guardian for Adults from the Office of Chief Counsel to the Division of Aging and Adult Services within the Department of Human Services.

Changes the appointment authority so the Director of the Division of Aging and Adult Services (rather than the Director of the Office of Chief Counsel) appoints the Public Guardian for Adults.

Adds requirements that the Public Guardian hold a degree in law, social work, or related field; pass a criminal background check; complete at least 20 hours of approved training; and demonstrate competency to carry out the ward's values.

Allows courts to direct payment from a ward's assets for services and goods provided during guardianship, and permits sale of ward property at public auction for less than three-fourths of appraised value upon court approval.

Confirms that no bond is required and no fees may be charged by circuit or county clerks for public guardian services.
