Appropriates $500,000 to Arkansas State University from the General Improvement Fund for major maintenance, construction, operating expenses, security equipment, repairs, and equipment at the Hemingway-Pfeiffer Museum and Educational Center

Authorizes the university to accept and use grants, donations, and Federal funds to supplement state treasury funds for project financing

Requires compliance with state purchasing laws, accounting procedures, revenue stabilization laws, and fiscal control regulations in disbursement of funds

Restricts use of the appropriation to stated purposes outlined in budget manuals, agency requests, and legislative recommendations reviewed by the Department of Finance and Administration

Declares an emergency clause making the act effective July 1, 2015, citing constitutional requirements for one-year appropriation periods
