Waterworks commission members cannot hold any elective office under municipal, county, state, or federal government, and cannot be an officer, director, or employee of any private utility company.

Term lengths for the five commission positions are reduced: Position 1 from 2 years to 1 year, Position 2 from 4 years to 2 years, Position 3 from 6 years to 3 years, Position 4 from 8 years to 4 years, and Position 5 from 10 years to 5 years.

Successor commission members are appointed for a term of 5 years instead of 10 years.

Municipal utility commissions may be abolished by a majority vote of the city council or other governing body instead of requiring a majority vote of the city electorate at a special election.
