Appropriates $1,000,000 to Ozarka College from the General Improvement Fund for construction, renovation, maintenance, critical maintenance, equipment, security enhancements, technology upgrades, and library resources.

Requires compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and all applicable fiscal control laws during disbursement of funds.

Allows Ozarka College to accept and use grants, donations, Federal funds, and unobligated cash income to supplement State Treasury funds for financing project costs.

Mandates that disbursed funds comply with stated reasons for appropriation as documented in budget manuals, agency requests, executive recommendations, and legislative council or budget committee minutes.

Effective date is July 1, 2015, with emergency clause declared due to constitutional one-year appropriation limitation and essential need for agency operations.
