Appropriates $1,000,000 from the General Improvement Fund to the Department of Health for grants to community organizations that provide hunger relief programs.

Authorizes the Department to adopt new rules and regulations to implement the appropriations without being restricted by requirements applicable to other programs.

Permits recipient institutions and agencies to accept and use grants, donations, Federal funds, and unobligated cash income to supplement state treasury funds for project costs.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in disbursement of funds.

Declares an emergency effective July 1, 2015, based on the state constitutional prohibition against appropriations lasting more than one year and the need for immediate funding to support essential governmental programs.
