Senate Bill 569 Summary

• Prohibits state agencies from awarding grants to entities that perform, induce, refer for, or counsel in favor of elective abortions, including direct and indirect costs such as administrative expenses, overhead, employee salaries, rent, and utilities.

• Bars state funding to any individual or entity that is an affiliate of an abortion-providing organization, defined as entities that directly or indirectly own, control, or are under common control with abortion providers.

• Exempts hospitals, medical schools, and universities from funding restrictions, and does not apply restrictions to funding available through the Arkansas Medicaid Program.

• Defines "abortion" to exclude procedures performed to save the mother's life, preserve the health of the unborn child, remove a dead unborn child from spontaneous abortion, or remove an ectopic pregnancy.

• Establishes that the act does not create or recognize a right to abortion or a right to public funds, contracts, or grants.
