Appropriates $500,000 to the University of Arkansas for Medical Sciences for the Northwest Arkansas Medical School, payable from the General Improvement Fund.

Funds may be used for personal services, operating expenses, maintenance, renovation, equipping, construction, acquisition, improvement, and upgrade and repair of real property and facilities.

Permits the university to supplement state funds with grants, donations, federal funds, and unobligated cash income to cover full project costs.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in fund disbursement.

Declares an emergency effective July 1, 2015, citing the constitutional requirement that appropriations be limited to one-year periods and the essential nature of these funds to agency operations.
