Appropriates $1,000,000 to Arkansas State University from the General Improvement Fund for capital improvements at the Dyess Colony and Johnny Cash Home sites.

Funded projects include theatre reconstruction, parking and landscaping at Colony Center, adjacent outdoor stage, parking at Cash home, and construction of outbuildings (barn, classrooms, restrooms, and colony house for security/maintenance).

Allows the university to accept grants, donations, and Federal funds to supplement state funds and cover project costs, but prohibits using existing Maintenance and General Operations funds for these projects.

Requires strict compliance with state purchasing, accounting, budgetary procedures, revenue stabilization, and fiscal control laws in disbursement of funds.

Declares an emergency effective date of July 1, 2015, citing constitutional restrictions on appropriations exceeding one year.
