Adds rulemaking authority to the Parole Board to implement, administer, and enforce parole provisions in Arkansas Code Title 16, Chapter 93, Subchapters 2, 6, and 7.

Amends parole eligibility procedures to clarify that inmate transfers from Department of Correction to Department of Community Correction are subject to rules promulgated by the Parole Board and conditions adopted by the Parole Board.

Modifies § 16-93-701 to replace "prisoner" with "inmate" terminology and requires the board to consider risk-needs assessments for all parole decisions after January 1, 2012.

Specifies that parole shall be ordered only for the best interest of society and shall not be considered as a reduction of sentence or pardon.

Changes language in § 16-93-615(e) to require both the Department of Correction and Department of Community Correction to strive to accommodate actions required by the Parole Board to the best of their abilities.
