Appropriates $250,000 to the Department of Human Services from the General Improvement Fund for after school program grants.

Funds may be used for construction, renovation, personal services, operating expenses, equipment purchases, and major maintenance related to after school programs.

Allows institutions and agencies to supplement state funds with grants, donations, federal funds, and unobligated cash income for the projects.

Requires strict compliance with state purchasing laws, accounting procedures, revenue stabilization laws, and fiscal control regulations in disbursement of funds.

Act becomes effective July 1, 2015, with an emergency clause declaring necessity for immediate implementation to preserve government operations.
