Appropriates $20,000,000 to the University of Arkansas from the General Improvement Fund for transfer to various system institutions and entities for construction, renovation, maintenance, equipment, personal services, and operating expenses.

Institutions and agencies may supplement state funds with grants, donations, federal funds, and unobligated cash income to finance project costs, but existing maintenance and operations appropriations cannot be diverted for these purposes.

All disbursements must comply with state purchasing law, accounting procedures, revenue stabilization law, and Department of Finance and Administration regulations unless otherwise specified by law.

Funds must be used in compliance with stated reasons for appropriation as documented in budget manuals, agency requests, executive recommendations, and legislative minutes.

Act becomes effective July 1, 2015, with emergency clause declaring the funding essential for agency operations and immediate preservation of public peace, health, and safety.
