Appropriates $300,000 to the University of Arkansas at Little Rock from the General Improvement Fund for restoration, installation, construction, and maintenance of a mural by artist Joe Jones.

Institutions may supplement State Treasury funds with grants, donations, Federal funds, and unobligated cash income to cover project costs.

Existing Maintenance and General Operations appropriations may not be used for purposes of this appropriation.

All disbursements must comply with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws and Department of Finance and Administration regulations.

Act becomes effective July 1, 2015, with an emergency clause declared to ensure immediate operation.
